Enhancement of the educational and vocational training system for Namibia’s tourism industry

To everybody related to Namibia’s tourism industry.

Tourism in Southern Africa is one of the most dynamic markets in the region (SADC). That is why the Namibian government approved a White Paper on Tourism (1994) and promotes “Community-Based Tourism Developments” in order to overcome past inequalities and a sustainable utilisation of natural resources (1995).

Though the Policy Document (Number 9, 1995) explicitly encourages the Namibian Tourism Board to ensure that training courses for rural people and communities are included and/or recognised in its training programmes, the growing demand for tourism related services in rural areas is still confronted by a lack of education and service capacities of this target group.

Sponsored by the InWEnt gGmbH Bonn, there is currently a needs assessment mission being conducted to identify possible project partners to build up a network for vocational training in the tourism sector.

The objective of the network will be to introduce a demand driven development process in conjunction with quality assurance guidelines which will enhance the vocational training system for tourism related service providers with special regard of past inequalities.

The benefits for network partners will be:

- Providers for vocational training related to tourism are able to enhance the quality of competency based distant training offers as they are more easily able to design their training according to the demand of their clients – from both formal and informal sectors related to services for tourists.

- Clients have a direct impact on the development of curricula and training which will more easily be accessible by virtual and blended training means. Thus, the service capacity of their staff and consequently the appreciation of its services by especially foreign guests and agencies will rise.

- Private partners especially from foreign tourism agencies get the opportunity to discuss market trends directly with their local partners who then will be more aware about market expectations.

To introduce this project to possible network partners, Mr. Uz Kretzschmar, an InWEnt consultant, former student of the Polytechnic of Namibia and developer of the non-profit Namibian Web Portal http://web.com.na is currently staying in Namibia.

Potential partners are:

- small and medium enterprises related to tourism, especially Guest Houses, Lodges, Farms, B&Bs, Booking Agents, etc.

- small and medium enterprises offering tourism related educational programs

- tourism as well as educational related associations and organisations

A local online discussion platform has been established to enable interested partners to get in contact with the project management and as well between each other to build up a network to discuss and brainstorm possible future key areas of this project:

Dear all who are interested about above topic,

thank you, Mr Kretschmar, for posting the topic and our project proposal. On behalf of InWEnt, Mr. Kretschmar currently stays in Windhoek in order to explore the Namibian demand for such a Public Private Partnership project (PPP). Therefore, I only can encourage everybody from governmental, public as well as private sectors to contact Mr. Kretschmar or send her/his opinion to this Forum.

However, in case you have any question, do not hesitate to contact InWEnt directly (til.schoenherr@inwent.org). I´ll come to Windhoek myself early in April and I would like to prepare myself to further discuss and hopefully finalise the project proposal according to the demand of the Namibian "stakeholders" of the vocational training system for tourism related training.
